A cozy corner for the internet you mean to come back to.
From any app: tap Share, choose Cue, adjust tags if you like, and tap Save — you'll bounce right back to where you were. Inside Cue, tap +; if you've copied a link, Cue offers it automatically.
When you save, Cue suggests tags it thinks fit that link (the sparkle chips) — tap to accept, or tap "All" to browse every tag. Typing in the tag box filters your tags live, and creates a new one if nothing matches. Manage everything under Settings → Tags: rename, recolor, merge duplicates, or delete.
Automatically, through your own iCloud — nothing to set up. Install Cue on another device signed into the same Apple ID and your library appears. You can turn it off anytime (Settings → Cloud sync) to stay purely local. Sync status lives at the top of Settings.
Pull down on the Queue to refresh previews. Some sites simply don't offer preview data — the link still works.
Settings → Export gives you your whole library as JSON or CSV. It's your data; take it anywhere.
Settings → Clear all erases your library on this device and, if sync is on, from your iCloud and other devices too.
